The Legislature has previously clashed with voters over initiatives on Medicaid expansion, medical marijuana, and redistricting — all of which passed but were subsequently modified by lawmakers.

The measure will appear before voters as a constitutional amendment in the 2026 election. Utah's heavily Republican and heavily Latter-day Saint Legislature has faced criticism for weakening or rewriting voter-approved initiatives.
